  • Position: Chair

    Stephen attended University of Michigan for undergrad, medical school, and began residency there. He finished training at University of Washington and joined the Emergency Department staff at Auburn General Hospital in south Seattle in 1986. He practiced there 35 years as it grew into MultiCare Auburn Medical Center, holding positions including Chairman of Emergency Services, Stroke Care, Trauma Care, Education, and Chief-of-Staff.

    Steve has devoted himself to issues to make our communities healthier, being named the Physician of the Year in Seattle by the American Heart Association, and the Guardian of Emergency Medicine by the WA Chapter of the American College of Emergency Physicians, among many awards.

    As President of the WA Chapter of ACEP, he fought flawed public policies surrounding restricting access to care for State Medicaid patients, and Mental Health Boarding in ED's. He co-authored the WA State 7 Best Practices.

    Racquel owns HardBeauty LLC and is the Executive Director of the HardBeauty Foundation. She has her Associates Degree in Addiction Counseling from ICDC College. She is also a National Certified Peer Recovery Specialist with NAADAC, ARISE Interventionist, Gottman Institute 7 Principles of Marriage Leader/Facilitator and Certified Youth Mentor, Resilience and Leadership Coach with Youth Coaching Institute.

    Racquel is also a Subject Matter Expert and Training Facilitator for C4 Innovations, doing work on behalf of SAMSHA and the Opiate Response network at the National Level subject include, Culturally Inclusive Motivational Interviewing, JEDI (Justice, Equity, Diversity and Inclusivity), Trauma Informed Care & Supervision, Cultivating Inclusive Workplaces and more. She was recently appointed by Colorado Attorney General, Phil Wiser, to the Colorado Opioid Abatement Council.

    Ramnik “Ricky” Dhaliwal did a dual MD and law degree program at University of Colorado. He went on to do a combined residency in both Emergency Medicine and Internal Medicine and now practice as an Emergency Medicine Physician.

    He has done a great deal of work in non-opioid pain management with regional anesthesia and use of other modalities to help treat pain in the ED setting. He is excited to help other providers learn the best means to manage pain in their practice setting as well as in assisting them in learning how they can help individuals who are dealing with addiction to manage their addiction in a long term and safe manner. Finally, he has a special interest in the connection between regulation and the law and its intersection with medicine and how we practice.

    Mike Hunter is a former Attorney General of Oklahoma. Mike Hunter was named Oklahoma's first assistant attorney general in June 2015. In November 2015, he became Oklahoma secretary of state and special counsel to Governor Mary Fallin (R). In February 2017, Fallin appointed Mike Hunter to the position of Oklahoma attorney general. Early in his term as Attorney General, Hunter was named the chair of the Oklahoma Commission on Opioid Abuse. In 2019, he led the state’s case in the first civil trial against an opioid manufacturer, Johnson & Johnson, the New Jersey-based medical giant, which produced a fentanyl patch. In August of that year, a judge in Oklahoma ruled that Johnson & Johnson had intentionally played down the dangers and oversold the benefits of opioids and ordered the company to pay the state $572 million. Mr. Hunter said the ruling was the first in the country to find an opioid manufacturer liable for the harm caused by the opioid crisis in the United States. May 2020, Hunter filed lawsuits against three more opioid manufacturers.

    Meredith Parfet is the CEO and Founder of Ravenyard Group, a boutique crisis management firm with expertise in matters that involve legal or regulatory action, scandal, white collar crimes, large insurance litigation, or complex family office disputes. (www.ravenyard.com) Meredith is an accomplished VC and PE investor, seasoned entrepreneur, and a passionate philanthropist. She has nearly two decades of asset management, family office, and hedge fund experience, including acting as the Chief Operating Officer for two alternative investment funds. She also co-founded Denali Venture Philanthropy, an impact investment organization that funds entrepreneurs who are committed to social change. In addition to her work in crisis management, she also works a few shifts a month as a humanist hospice chaplain. Meredith's work with The Naloxone Project comes from personal experience of loss from opioid overdose. She is committed as a board member to decreasing stigma and increasing access to Naloxone to save lives.

    Rob is the Executive Director of the Colorado Consortium for Prescription Drug Abuse Prevention, Professor in the Departments of Clinical Pharmacy, Epidemiology and Family Medicine at the University of Colorado Schools of Pharmacy, Public Health and Medicine at the Anschutz Medical Campus in Aurora, Colo. He was also the founding Director of the Center for Pharmaceutical Outcomes Research at the School of Pharmacy.

    Rob is a leading expert in prescription drug adherence and patient-focused outcomes with more than 25 years in the profession of pharmacy. Rob is the Co-founder and Chief Executive Officer of OpiSafe. OpiSafe and OpiRescue platforms give care providers, first responders and more robust tools to effectively manage opioid patients and overdose response.

    Scott Weiner, MD, MPH, FAAEM, FACEP, FASAM is the McGraw Distinguished Chair in the Department of Emergency Medicine at Brigham and Women's Hospital and an Associate Professor of Emergency Medicine at Harvard Medical School.

    He also serves as the Director of Research for Bicycle Health, a telehealth opioid use disorder treatment provider. Dr. Weiner completed his residency training at Beth Israel Deaconess Medical Center and MPH degree at Harvard School of Public Health.

    He is board-certified in emergency medicine and addiction medicine. He is an active researcher, including working on multiple grant-funded projects that focus on prevention and treatment of opioid use disorder.
